 How to create a local license store in file system rather than using windows registry components?

bcoz I don't want to bind the licensing information to a single system.

As covered in our email conversations earlier, the Sp.Agent Runtime variant option provides a File Based Store.

There is an example at https://github.com/SoftwarePotential/samples/wiki which uses Sp.Agent with a file based store.

However it may or may not match your expectations/requirements.... (right now it uses machine locking for instance)

We do not recommend having a licensing strategy that involves licenses which are not locked in any way, which you seem to be alluding to. (Email on the way to determine what your actual intent is)
