Are there any limitations for Non-commercial Licenses? What are the differences between Non-commercial and Commercial Licenses?

You should use Commercial License where you are licensing commercial software i.e. software that is for sale, not for evaluation or testing.

You should use Non-commercial Licenses to create evaluation or trial editions of your software; these editions may be limited in terms of functionality, with no charge and expiration period up to 90 days.

If you are performing activations for internal testing in the development of your product, you should use non-commercial licenses, and provided you include the word “Test” in the name of the customer, you will not be charged for the activation.
